Proposal for an institutional policy on disaster risk management for the Colombian National Army

Colombia, due to its geographical location, has great geological, geomorphological, hydrological and climatic diversity, which apparently makes evident a set of phenomena that represent a potential threat to the social and economic development of the country [1]. The regulations in DRM (disaster risk management) have been characterized by reactive progress, after the materialization of the risk, hence that is why within the Sendai framework for risk reduction 2015 – 2030, one of the priorities is to strengthen governance for DRM with well-defined objectives and strategies articulated with the current regulations of each country. The National Army of Colombia, due to its operational and logistical capacity and flexibility for emergency response and adaptation to the dynamics of any type of event, plays a very important role in the 131 ESING Página National Disaster Risk Management System, since the military institution addresses risk management at the planning and execution level, focusing mainly on the risks inherent to the security and defense context and on everything related to support in the management of emergencies and disasters in the development of its role as a member of the National Disaster Management Council of the National Disaster Risk Management System. This is carried out through the Engineering Command (COING), with the support of the Disaster Prevention and Attention Battalion (BIADE). In this way, an institutional policy on risk management will help strengthen the army’s capabilities, ensuring a high level of readiness, with specialized personnel, elements, equipment and machinery available to meet any type of requirement within the framework of defense support operations to the Civil Authority (ADAC) and stabilization through the functions of the conduct of war
