Abstract

With the law 1150 of 2007 in Article 4 and the regulatory decree 2474 of 2008, Article 88 stipulated that clearly identify foreseeable risks of the contracts in previous studies and the terms of reference of the bidding process for specific audiences that are agreed between the State and Contractor, equitable and rational distribution of them. This scheme was implemented in the bidding process from 2008.The purpose of this research is to provide clear criteria for those who are responsible for consulting projects in Colombia, the mapping of risks and the plan for taking them and all those who in everyday life, should assume manage and assimilate with the greater readiness to limit its consequences.
